TariffCalc vs USITC HTS Database

The USITC Harmonized Tariff Schedule database shows the base MFN duty rate for each HTS code, but it does not calculate additional tariff layers. TariffCalc stacks all 5 duty layers — MFN, IEEPA, Section 301, Section 232, and Section 122 — to give you the true total duty rate. If you only look at the USITC rate, you could be underestimating your landed cost by 10% to 50%.

Frequently Asked Questions

Does the USITC database include IEEPA tariffs?

No. The USITC Harmonized Tariff Schedule database shows only the base MFN (Most Favored Nation) duty rate for each HTS code. It does not include the IEEPA 10% global tariff, Section 301 tariffs on China, Section 232 tariffs on steel and aluminum, or Section 122 auto tariffs. To get the actual total duty rate, you need to research and stack each layer manually or use a tool like TariffCalc.

Is the USITC HTS database accurate?

The USITC database is the official source for MFN duty rates and is accurate for that purpose. However, MFN is only one of up to five tariff layers that may apply to a given import. Since 2018, additional layers (Section 301, 232, IEEPA, 122) have made the MFN rate alone insufficient for cost planning. TariffCalc uses the same base MFN data and adds all applicable layers.

Can I use USITC data to calculate my total import duty?

You can use the USITC database as a starting point, but you will need to manually research and add Section 301, Section 232, Section 122, and IEEPA tariffs for your specific HTS code and country of origin. TariffCalc does this automatically, saving hours of research per lookup.
